(1) Vendor needs to provide central platform for exchange of accounting forms among postal operators.– Provide IT support services for the development and provision of a central web–based solution to facilitate the exchange of accounting forms among postal operators, to replace the current system of sending forms via e‑mail.– Improve the user–friendliness of these exchanges and provide visibility as to the situation, with access to the exact status of each form, both for documents sent and received.– Avoid the limitations and constraints associated with e–mail exchanges, e.g. size limits for attachments, obligation to maintain up–to–date e–mail addresses, potential security risks, absence of proof of receipt.– The solution must be secure and must therefore include a mechanism for the management of user accounts and associated rights.– Users should be able to edit documents received, and visualize and download attachments.– For a certain accounting flow, the UPU International Bureau generates accounting forms on behalf of postal operators and distributes these forms to all operators. The central solution must allow this.– At the end of each year, any data that is more than 10 years old should be removed from the central platform, by pair of partners, provided that there are no actions pending in relation to any documents.– The solution must be provided in English and French. Each user should be able to select their preferred language and the system should retain their preference.(2) Contract period will be for five years.(3) All the questions must be submitted no later than July 19, 2024.
